It's short for - "Operations manuals" - instruction for visa officers on how the PR applications are processes in a step-by-step format. You can find it here - www.cic.gc.ca/english/resources/manuals/op/op06-eng.pdf

NO - "in process " means that your application was found eligible for processing. And nothing more. Points are calculated at "in process" stage. Just read OP6 ;)
