First get Oman PCC and then visit the BLS passport office in muscat and ask them to apply Pcc for canada immigration. The process is outsourced to BLS from Indian Embassy It will take about 15 Days

I too have a similar letter from Indian Embassy in Oman.but my letter is titled as police clearance. I think your letter should be fine as the content is fine.

I too received the PCC from the Indian embassy in Oman without any expiration date.

I know this is difficult but please aim for CLB 9 and 429 would put you in a position for an ITA almost immediately if lucky or in a couple of draws at most. So please go for IELTS again.
