    If he has a passport issued under his new name, then the passport issue date might be sufficient. Given that he’s a long-time resident of Middle East, he must have a copy of an old passport under his old name. That can also help.

    As long as your farther provides a name change certificate dated after you provided CIC a different name for him it will be fine. He probably has to provide police certificates for both names from Pakistan and his country of residence.
