Congratulations. At last Alberta has started giving NOIs to their High Volume NOCs. Could you tell us your CRS score and date of creating EE profile?

Three draws in the month of August. On 10th, 23rd and 30th.

Earlier you said that you got NOI on 7th July and now you are saying you got NOI on 27th. Which one is correct?

My interpretation is that they would consider people having an experience in their in-demand NOCs. They may consider outlanders also, that's why they have specifically mentioned in last line about the entry in Canada being subject to health measures.

Don't worry, they'll soon run out of inlanders and LMIA people. Their requirement for immigrants is much more than these people. Maybe, they are anticipating this and started giving NOIs to outlanders as a prudent step.
