I filled up IMM5556e and IMM5710e for OWP application. It was submitted together with my inland spouse sponsorship application paper based, however the OWP was not processed. I'm already a PR. I believed you can now apply online.

I got my PR card 2 weeks after receiving the eCOPR. I applied for Sin number and health card using eCOPR. I'm still waiting for my health card. I think health card processing are different for each provinces. I'm from Manitoba.

Yes, you can apply SIN Number with eCOPR. I went to Service Canada as walk-in and brought my passport and eCOPR, I got sin number in less than 30 mins.

Try to call them. It's been a month now. I received ECOPR one day after submitting photo and address details.
