I don't know what to do :confused:. The fees for submitting the application 2 ppl is $1100 excluding permanent residence fees($490*2=$980). And if the application is refused due to income requirements $1100 fees is non-refundable, so not sure if we are willing to gamble that much money o_O

Her brother is 17 years old and is the dependent child of her parents. Don't we have to include him while counting the number of family size?
