Is it possible that the next immigration plan will raise the total quota for economic class so that more TR to PR? (Which won't affect infrastructure or housing)?

It would be helpful if you can answer my original questions: Will he need to apply for a new work permit? Does he have to return to his home country and submit a fresh application? What is the likelihood of the work permit being rejected with these changes?
