It doesn't make sense for someone that comes in through FSW to show proof language while applying for citizenship.

It all depends on so many factors. What was the quota update/figure before you sent your application? At what point did you notice that the quota was fully utilized? You may want to check with your bank if the bank draft is already en-cashed.
