Jus imagine, you can't travel outside without passport. How would you travel when yor passport is submitted for stamping. In Canada you are a permanent resident but outside Canada you are a person belonging to the country where the passport is originated.

Trust me on this. You can get it stamped if you are in Canada for the period mentioned. You can go for trips or whatever you want, but if you wanna re enter Canada you. Need PR card or travel document. The things you mentioned are completely on two different domains.

It's always mentioned that you can get it stamped in Canada if the person is in Canada for at least 3 months from the date passport is sent

On ecas if you use sponsor's details while filling you will find both sides. If you fill principal applicant's (sponsored person) information you will find only one side.
