A few forums, including this one (not sure what thread). 2014 sponsors are posting that they are starting to see movement/being told their applications are now "in process". CIC website says "Nov 2011". Makes sense I guess, after 2011 it jumps to 2014 because 2012 and 2013 had no applications.
