if you are visa exempt for US then now onwards you need Electronic travel authorization. its instant just fill the application online and you will be approved and it will be linked to your passport for travel. if you have US visitor visa then you dont need it.

once you get ppr email, you have 30 days to send your passport. so if you are not returning within 30 days then you can email them to transfer your office to local embassy in india. and then you have to wait for their reply before sending your passport to local embassy in india.

i have reached them 2-3 times for my pr card. so try calling them early morning around 9am or late evening around 4pm. this are mostly idle times. afternoon hours are busy. keep trying.
