Nabil, it all depends on whether they made a positive decision on your application before February 11, 2014. But that's a year from now, the delay in them getting back to you could mean they have the wrong address. Check your e-line profile to see what address is on file.

And where did you come up with that idea? ECA is needed to submit an eligible profile, it says so everywhere on CIC
