It does not state one method only, it states may etc to avoid delays, there is a nuanced difference. If an applicant sees that they are ignoring submissions, the best is to do both. Hope this clarifies. I am ok to take delays but not rejection
Yes they write that and then below gave both methods stating email is faster method. I did one first email and then two days later uploaded via webform which they acked same day. Better be safe than sorry given the overall experience so far
It seems this is a standard ADR request. See whatever you have and submit. If not, write a letter of explanation and submit to email and via webform per instructions on ADR letter. They will review and reply

They now raised issue of 5476e for representative appointment submitted earlier to be Hand-signed, closed that today as well and got confirmation that they queued that to review for IRCC officer on 22 Nov
