I did the same and got a reply that it is okay to travel with a visitor visa given that you already have the POE and an approved study permit application.
Actually I already had a visitor visa and confirmed from the high commission of Canada in New Delhi, that I don't need a S-1 visa TRV stamp in my passport, I can travel with the one I already have.

So, let's assume I don't get any PPR for study permit application, so I can use my WX-1 category visitor visa that is valid till 2031 to enter. Canada and then show them the port of entry letter so they can issue my study permit document.
Actually I already have a valid TRV from a visitor visa application a year ago....I saw in a post that I can actually enter Canada since I already have the POE and I might not need a separate PPR (S-1 visa ).

Yes, many of my friends are facing the same issue, ofc myself included.....tbh I think they won't accept this as when you submit the webform for passport submission they ask to upload your ppr....
