Thanks for your reply :) If your GCMS shows that your assessment isn't start yet, CIC will refund. Remember, as you know, after NEW CEC came, its assessment standards became tighter. (Many people can apply for CEC easier than before, but getting PR through CEC is more difficult than before)...
