You can submit the appeal form without a lawyer and you should not wait for a lawyer to submit the appeal form. Submit the form ASAP, its pretty simple form and you can always add a lawyer to deal with you case later on.

You can get the police clearance ahead of time, before asking. You have to wait for medial exam; CIC will send you a form that you have to take to complete medical.
