Did IRCC ask you to re-submit any form or documents a few months after you initially sent the package to Ottawa? 32 months counts from the day a 'complete' package is received. If they asked you to re-submit something due to incomplete info, you will have to deduct those months from your wait...

I requested on Jan 10 this year and did not receive anything. I requested in mid 2021 and got them in about a month. COVID may have ups and downs but things are just going downhill with IRCC.

I received pre-arrival letter on Feb 3. Nothing happened since then.

Nothing meaning not even sponsorship approval? There are some still waiting. I don't know what is the % but guess majority are completed. You can ask your local MP to contact IRCC for you, but it won't speed things up, just get some details of your status. I have already asked MP for help three...

If you check the thread on 2020 PGP application, you can see applications that arrived 2 years later than ours are already complete.
