I had the same problem. Also couldn't update my address via the online service. I had to call them.

They said the picture didn't meet the requirements. My picture was taken by a professional photographer who's done photographs for PR cards before, and I checked the dimensions, so I highly doubt it, but whatever. At this point I don't expect anything from IRCC to make sense anymore.

Same situation. I called IRCC today. They are now processing photograph submissions from April 4th. So, unless they quickly catch up, there is at least a 4.5 month delay for people who had to send pictures again.
