I applied from Edmonton and got AOR. As far as I know, the city has nothing to do with AOR stage . once it is in process, then it is delivered to the CIC office in your city.

I applied on Sept 15 and my AOR on Oct 17. My status was application received and never changed. The date of the letter they sent was November 23!
