Because it was refunded when it was returned as incomplete due to missing PCC.

Get two if you can by contacting the local police station where you currently live and lived before. I am not sure if two are needed though

You can provide receipts indicating you have applied in your LOE and send webform whn you get it.

I did attach letter to my original application along with receipts showing I had applied for it at the consulate. I told them it will be delayed using COVID I sent my new PCC in the webform after I got it.

yeah I did include a paragraph in my client information Ietter saying that it will be delayed. I mentioned that I have also included my old police certificate so they could see I have no criminal record for most of the time.
