Reliable answer before her trip to canada?

I myself tried to contact OHIP today, but no answer. Just recorded voice. How can she talk to somebody who is in charge and get a teliable feedback.

Thank you for your kind answers. Considering the fact that her mother is ill and that was the reason of her not being in Canada . Even if she shows and delivers all necessary focuments proving this , will it make any change in the process. Because the first problem is that the card is expired...
