    actually each step can be handled by different office , but the event office is the one that sends test invite , oath , ( and sometimes interviews )

    bg is only part of whats needed for prohibition to be completed , others steps results like presence are also needed , thats why we see some cases where language is finished and also bg check , but prohibition stays in progress because presence has smth not resolved yet.
