I got the same reason also. Even submitted all supporting documents as menstioned. They also wrote you did not meet the rquirements as given in section 11.

Hi Hi, did you get the medical request after 6 months or the visa? I have applied for my husband on march 19. Still waiting for medical request. Its gona be 5 months on coming 19. Still showing "checking eligibility requirements" in the cic account.

Even i dont know why they are taking too long. It still shows "we are reveiwing eligibility requirements". I sent web form,they replied that your file transfered to a special unit,it will rise to additional delay.
