That is strange, My PP was stamped last month. Passport marking is not mandatory for IRCC. If you have PCC from PSK, then you are good to go..

Hi all, Can I submit the application without SG PCC at the moment. I have applied SG PCC my appeal is approved, just sent the finger print also. is it ok to submit with Appeal Approval and Speed post slip and confirm to update the SG PCC once it is available. It might take 15-20 days from now on.

Send your current roles and responsibility to the email which i have provided. they will provide the NOC, then change NOC , not your roles and responsibilities

They are giving you chance to change the NOC and You should provide appropriate NOC with roles and responsibility.
