    If it's non-SDS then its probably being processed at Nepal, India, Pakistan or other countries around. If it's SDS, then it's at Ottawa or Edmonton.

    Maybe for their school alone. Edited: It is indeed for their school alone and it is not for international students coming in but for current students or staff who want to travel out on official engagements.

    You are a strong applicant and besides, you already got an AIP and MER. Just relax and wait for your PPR. Funded applicants seldom get refused at the PhD level, except if something else is wrong with their documents.
