Yes you can apply for open work permit when you come to Canada. You can either apply online or at the border. However not at POE but after you are found admissible to Canada and have gained entry

I am just thinking that made the officer process the application under normal SOWP but we applied based on the new public policy. We didnt receive the opt in so we applied regularly.
