Thanks for your reply. However, it is still unclear whether the shipment of the PR cards is "prohibited, controlled, regulated or subject to reporting under the Customs Act". Is there any particular rule regarding PR cards?

@legalfalcon You mentioned that if we leave Canada before our PR cards arrive, we need to apply for PRTD. We were planning to have them mailed to us by relatives. Are there any issues with that?

I will begin with myself. Submitted the passports at my local VFS on August 16, nothing after that. Online account still says "Your application is in progress. We will send you a message once the final decision has been made".
