    I would be surprised if all foreign communications weren't tunneled through a VPN security server back to Canada. Checking your gmail might become a problem in China, but the embassy should be able to send emails to it.

    I have heard of previous cases having quite a delay if the fees are not paid up front. You may consider faxing a copy instead of emailing. They seem to check that more.
