Both option are correct if you are applying for a PR. But go with the Residence Permit as it worked for me.

My digital photo is 50mm x 70mm in dimension. In eAPR guidelines they have requested the photo should be at least 35mm x 45mm in dimension. As per my understanding 50mm x 70mm dimension should also hold good. Can someone please confirm?

Well I applied for PCC again and this time I selected Option 6 (Residence Permit). The PCC format seems better this way. But the statement IMMIGRATION PURPOSE OTHER THAN CITIZENSHIP of CANADA is also technically correct, only thing it sounds a bit confusing. I would suggest you reissue PCC again...
