Failed to complete the obligation, does renounce the only option?

Hi, Actually, my mother in law landed in 1994 and left Canada for 20 years+. She failed the obligation. She could use her hometown passport to visit Canada until recently we need ETA. If she wishes to travel to Canada, does renounce the only option for her? If it is how long will it take? Thanks!
