To shorten the question : Can applicant travel to other countries during application. My answer is yes, but I need a lot of people to answer to convince my wife here.

I was told she can come to Canada to visit and needs to declare duel intend. That's why we booked the ticket. :/

But we have booked our plane ticket already cause we couldn't wait for them to approve us, I am going to visit her in Japan and she is going to visit me for a while in Canada. If she cannot come as of yet, what do we do?

I'm sorry for the misunderstanding. We are still in the process of application. We are on waiting stage (medical is done) An article said after reviewing background and finalizing the decision. There is a stage where we need to fill out the forms during that stage she cannot enter Canada...
