number of times a foreign worker can change employer?

No, as long as you give them notice. Check your contract as to how many weeks, months you should notify them you're leaving their employ.

please help me regarding the forms

How long is the contract? It's just that the form will not accept dates from the present and earlier, so write a later date. You can attach a letter explaining that your employer wanted you to start at such a date but you don't have a WP yet.

please help me regarding the forms

Change the expected date to a later date and give allowance to the processing time. It's impossible for you to start on Feb 1, 2014 (a date that's already past).

Ask your employer to get LMO again and this time apply from outside of Canada. Explore the possibility of applying from the US. A lot have changed with CIC. Check if you can apply from LA. In effect, you'll be doing the 24 months all over before being to apply for PR under LCP.

Okay. Thanks. Got my initial WP by crossing the border but have a TRV-W on my passport. This memo then will work for those who have TRV-V and who needed their initial WP.

In Canada as Visitor, LMO process and etc.

How does one do it because there are a lot of people who are here on a visitor visa wanting to apply for a work permit. Is going to the border applying for a WP equivalent to applying "abroad"? Used to be that one can send Work permit/visa apps to the US but they have changed rules, so now will...

    Question for re-entry?

Yes you need a TRV or what you call a re-entry visa; check your Work Permit, it will also have a terminal date of Feb 20. You should have to renew your WP first before you apply for a TRV or what you call re-entry visa. otherwise your visa on the new passport would still be valid only up to Feb...

Can I already travel to Canada with LMO and get the Work Permit at US Border?

You can pick up your WP at the port of entry, once you received your positive LMO. What do you mean by "we"?

Getting work permit from Canada/US border while you are already in Canada

Bring the necessary documents and get your WP. You must have a valid status though, like valid WP, student permit..
