Thank you for the previous reply. She was able to find some provinces like Manitoba and Saskatchewan and she has submitted her Expression of Interest. If this provinces eventually nominate her would she be able to move to express entry?

Good day, My mum checked her eligibility for express entry on IRCC but it says she is not eligible.She was advised to go through PNP. However, some pnp's require her to have an express entry account and some even require employment. She has an IELTS score of 6.5. Please what step should she take?
