I'm afraid I don't know about Costco, sorry.

You have to call Walgreens and see if they are able to do it. I found that only certain locations are familiar with the process and are willing to meet the specifications and instructions provided by IRCC. It was very quick once they confirmed that location was able to do it.

Thank you for sharing the background on possible reasons for the delay in processing. Its a small relief to know its possibly not your application just IRCC being resource constraint.
