The thing that matters most in speaking and writing section is your luck ! I know of people who got ridiculous scores in those two sections. IELTS is a much better option in my opinion,it is more established and reliable,specially for speaking and writing sections !

Transcripts from University in sealed envelope will do as long as your transcripts says you have completed your degree and the duration of the course.

If it does not increase after 24 hrs,withdraw your old profile and create a new one with new score.I know people who faced this kinda problem when they entered updates scores.
