Well...Peruse the contents of the links below and you will notice that all they are looking for is completeness of your application (I think that is what they mean by eligibility assessment in the first place... and not a "final eligibility assessment" that determines the end result of your PR...

Yes. Spoke with at least 5 different agents in the past 5 months (called once per month) and every one of them said it was positively approved with one of them even made a note on my file and sent to CPC-Ottawa requesting PPR email (this was in Sept-2015). Still no progress! :'(
