Well it says it's for either a renew or replacement request. Doesn't say about the initial PR card, at least in my eyes I can't find anything about the initial PR card.

I don't think we need for the first PR card as there is no instruction whatsoever asking for the payment

Looks like different Visa Offices have their own procedures... where are you supposed to mail your CoPR and photos to? Mine is in Calgary.
