U welcome. Remember to fill out the PRTV form, family info form, and a letter explaining your reasons for your application, and bring along TWO passport-sized photo and your original passports.

I paid them both at the VAC.

It may take less than 3 weeks if your VAC is close to the Canadian Embassy. In my case, the VAC is 500km far from the embassy, meaning the courier takes time too.

There is a VAC fee and a PRTV processing fee: 60 + 50 CAD respectively.

Saudi Arabia. To correct my previous comment. The process took only 3 weeks.

FYI, I preferred to apply for a PRTV at my nearest VAC, and I got it yesterday. It took a month from application submission to collection.

Thanks for confirming that the PR Card mailed abroad by a friend can be used to re-enter Canada without a need for getting a PRTD in advance.
