I suggest you mail it directly to Accra. It's faster, approximately 2 - 3 weeks. With Lagos, you could wait up to 7 weeks. Depends on your level of urgency.

Totally understand the frustration. IRCC lacks a lot of coordination and consistency. I got denied twice as well on TRV, and nothing came out of the third one after almost 6 months of waiting, it still pending. You just need to keep applying pressure as much as you can, as you currently are...

Did you send your passport via the VFS office in Nigeria (I assume you are Nigerian) or you mailed it directly yourself to Accra?
