What's the process?? I thought they automatically send it to you after medical exam

I just went for the medical exam few days back and as I remember the immigration office didn't mention anything about the lawyer that a lawyer will submit or apply for the work permit. I selected work and study permit both ... I met a lawyer who was asking for a fee to apply for my work permit...
