    They can send 2k invitations in an all program draw. Inviting cec applications will delay processing the fsw backlog more than inviting fsw applicants.

    It would not happen If we don't see any CEC draw in a couple of days. I guess IRCC has never put a four-week gap between two consecutive draws. I guess we'll have a draw next Wednesday.

    No, they can't. Changing the law permanently needs lots of discussions, and the government can't do it by itself. Things that happened this year were temporary plans in order to deal with the side-effects of an ongoing pandemic.
