    There are times when CIC refuses to give PR to people if they find that they haven't been filing their taxes (thus showing lack of responsible citizenship). I know of people who have been deported for this reason. I'm assuming that's the reason.

    Why do you think it'd be a red flag? I married my husband three months after meeting him. About one year into our marriage, we filed the application. He was also on pgwp. You have good amount of proof. I think you should also arrange for proof that you live together.
