Actually you don't need a PCC now. As long as it was valid when you applied. If it expired after you applied, you don't need to worry. You can indeed apply for one if needed.

You and i are in a same boat looks like. My Ecas is also not accessible and also My BG Check went back. Any change in status notify me i will do the same. All the best to us :)

You can actually apply under multiple streams. It's not a problem.I spoke with CIC they confirmed it.
