Reply to No. 1 : It is right that Ontario or any other province, giving you PNP will speculate that you might move out and wont prove beneficial to the particular province in driving its economy.

I think you can submit. I read somewhere that lmia is not required for oinp.Although,your employer need to satisfy the terms set by oinp.i ll try to find out that link for you.
I submitted my profile on 27th nov. Its still showing submitted. As per OINP website, we should wait for maximum 60 days before asking about the status update from them .
