Me, sort of. Eligibility passed on Jan 30 but now Criminality and Security not started since then. VO1: CPC Ottawa VO2: CIO Sydney

Mine passed eligibility on Jan 30th and then seems to have swapped VOs so now VO2 is CIO, where I think I'm waiting for bg check to get cleared.

It has nothing to do with prioritizing, it's just that more background checks are done for outland people than inland so it would make sense for those applications to take a little longer.

Nah inactive officer seems like it does not have to mean anything. My notes showed I was assigned an inactive officer and yet I passed eligibility and was moved to a different VO again. Sean Fraser says they use the inactive officer IDs to sort of group similar applications together, don't know...

Update: Got GU2 eligibility passed on Jan 30 and apparently now Vos got switched, so CPC Ottawa became VO1 and CIO Sydney NS became VO2.

Managed to call IRCC today and they said Eligibility passed. Criminality was passed before but now it changed to not started. Security also not started. Visa offices got switched: It used to be VO1: CIO Sydney NS and VO2 CPC Ottawa but now my application is in CIO Sydney at RC-6262 it appears.
