Looking through her passport, she doesn't have any kind of visa in there. Just a stamp. So, from what I can gather because she is from an exempt country (Japan), she was never required to get a visa. Her open work permit expires in 2017.

As of Dec 22, 2014 sponsored PR applicants can apply for a work permit before the principle decision gets made. People should be getting their work permits with in 4 months. Are people getting theirs already? Is there a thread talking about these applications...

Thanks, we realize this. For us the choice is that she can work the whole time through the 2 years (inland) or she can work until July and then probably wait 7-8 months for the PR (outland). A lot of people really are pushing for outland on this forum and while we realize it has many benefits...

I think our issue is that if we apply outland it will be more difficult for her to get a work visa in the mean time. Is this correct?
