Does anyone know, if I use BLS postal pick up and drop off services for a passport surrender application, do I still need to include my original CA passport and citizenship certificate in the package? It mentions everywhere that original is required and will be returned but it doess't make sense...

You can not apply without CA passport. I tried doing that recently a week ago but BLS refused to accept the application. I had prepared the letter, but they mentioned that they're not accepting the letter now and you need to have the canadian passport for a surrender application.
