From what I have seen other applicants, it may take anywhere from 1 week to 3 weeks to get the passport and COPR back from NDVO.

Yeah, this issue is prominent with Delhi Visa office. I have no idea on what basis they choose applications. Patience is the key here, you will get PPR soon.
