BVL 25th June, no further updates

how many days does it take for the passport to get stamped after PPR?

what is BVL? Is it the same as the correspondence letter stating 10 year validity of the biometrics received the day after I gave my biometrics?

My university is in Vancouver and I have to reach there in Sept. However, before going to Vancouver, I wish to land in Toronto where my relatives live and the go to vanc after 2 or 3 weeks. Will I be allowed to do this? Can I land in a different city than where my university is?
