@klein, oh 100% agreed that they can come up with better alternates. I just meant that the current CoPR letter might not be enough, but they can easily make it just like an eTA to make lives easier for everyone. It's just a matter of why they don't do any of it?

I think they can't make it a travel document since airlines can't verify a printout of a letter - they probably want something officially stamped on your passport (which is much harder to scam than a letter printout).
